    Weston is seeking a dynamic and experienced Client Account Managers (CAMs) to drive growth in our State Government environmental services, disaster response and resilient infrastructure business.  Multiple positions are available nationwide and work locations are flexible.   Working with our State and Local Government business team, this external facing leader will be responsible for strategy development, leading teams through the sales process to secure new and repeat business, and customer satisfaction.

    Responsibilities:

    • Identify and develop new business opportunities, and delivery of responsive, high-quality services for to the state government sector
    • Develop state agency-level strategies to grow business and meet emerging needs.
    • Develop and lead highly performing Account Teams to strategically grow our State business portfolio in the wide variety of services offered by Weston.
    • Actively collaborate with the State and Local business team and Service Line Teams.
    • Lead Account Teams through strategic pursuits sales lifecycle including prospecting, positioning, capture planning, proposal development, interviews and closing.  
    • Develop a positive rapport and trusting relationship with our clients and employees.
    • Maintain strong client relationships with existing clients and develop new client relationships that allow for expanded business.  Local government relationships can also be leveraged in this position to grow Weston’s municipal business.
    • Excellent technical skills with clear and concise written and oral communication skills.
    • Strong business acumen, negotiation skills, and strategic thinking.

    Qualifications: 

    • B.S. degree in Engineering, Geology or Environmental Science. 
    • Licensed Professional Engineer, Professional Geoscientist, or other applicable licenses a plus.   
    • 15 years of experience in the environmental engineering and consulting industry
    • A working knowledge of variety of environmental and infrastructure services

    Description: BRS, Inc. is seeking a Project Manager for our Environmental Division for a part-time or full-time position. This is a unique opportunity to join a growing woman-owned firm. The candidates should possess at least five years of professional experience and New Jersey Licensed Site Remediation Professional (LSRP). Very strong written and verbal skills are required. Must have a valid driver’s license and ability to report to attend meetings and to work on job sites.

    How did you spend your afternoon on Tuesday, March 29, 2022? Were you one of over 60 women environmental professionals and a handful of male allies who joined us virtually for the inaugural “Women in Environmental Professions” Event put on collaboratively by the NYC Brownfield Partnership (NYCBP), the NJ Chapter of the Society of Women Environmental Professionals (NJSWEP), the NJ Licensed Site Remediation Professionals Association (LSRPA), and the Brownfield Coalition of the Northeast (BCONE)? Eighty-eight percent of attendees were members of at least one of the sponsoring organizations, and members of the audience joined us enthusiastically for an interactive and uplifting session. 


    This program was a success because of its moderator and wonderful speakers. Lina Rivetti, a student at the New Jersey Institute of Technology and recipient of an NJSWEP scholarship was masterful as a moderator. Superstar panelists Schenine Mitchell of USEPA Region 2; Ezgi Karayel, owner of vEKtor Consultants and President of the NYCBP; Candace Baker of Langan Engineers and VP of the LSRPA; and Linda Shaw, Esq., owner of Knauf Shaw and President of the Environmental Section of the NYS Bar discussed inherent qualities of all strong leaders, self-advocacy as women in the workforce, shifting career trajectories, obtaining a work-life balance, differences between the public and private sector, the importance of mentorship and marketing, as well as inspirational advice for current and future women aspiring to achieve more prominent roles in the environmental industry.

    A few quotes from the speakers that really resonated with the audience include:

    • “You are more valuable than you think;”
    • “When it is meant to be yours, it will be yours,“ along with “ask for what you want” and “show up, but also speak up;” and
    • “Powerful women empower women!”

    We weren’t aware that this would be the “inaugural event” until it was clear that the 90-minute session was so energizing and informative that all attendees asked for it to be a quarterly event! High praise. Some of the topics we look to explore further while keeping up the conversation in upcoming virtual gatherings are:

    1. How to handle inappropriate behavior or harassment on job sites. 
    2. What can we do as a group to specifically encourage and recruit more girls/women of color to join environmental professions?
    3. How to effectively and respectfully set boundaries

    On January 19, 2022, the NJ Chapter of the Society of Women Environmental Professionals (NJSWEP), the Brownfield Coalition of the Northeast (BCONE), the NJ Licensed Site Remediation Professionals Association (NJ LSRPA), and the New York City Brownfield Partnership (NYCBP) collaborated on a webinar drawing over 200 participants. The topic: Changes to the ASTM Due Diligence Standard. 

    Kathi Stetser and Michelle Martin, LSRPs of GEI Consultants, Inc., moderated the webinar. Chemmie Sokolic of Falcon Real Estate Group; Chris Martell of ESA Environmental Consultants, and Larry Schnapf, Esq. of Schnapf LLC presented information on a range of new and important topics including:

    • The ASTM Standards update process
    • New and revised definitions
    • Records Review and "The Big 4" property records
    • Emerging Contaminants and how they are handed under the new standard
    • Shelf life of standards and prepared documents
    • Important new appendices

    As part of discussions at the event, the new ASTM standards were compared to NJ Preliminary Assessments and Site Investigation reporting requirements under NJ regulations. Attendees received helpful guidance documents including a table comparing ASTM Phase I vs Preliminary Assessment requirements and valuable information on the "The Big 4" property records needed for every Phase I (aerial photographs, fire insurance maps, local street directories, and historical topographic maps for those of you who were unable to attend!).

    Applications for the New Jersey Economic Development Authority (NJEDA) Brownfields Impact Fund are now available. This program will provide low-interest loans ranging from $50K to $350K for brownfield cleanup projects.   Additionally, grants are available to eligible entities (non-profits and government entities) for $25K to $350K for brownfield cleanup projects.

    Loans made through the program will have up to a twenty-year term based on the remediation and project redevelopment timeframe.   Principal and interest will be deferred through the end of Year 4 (with interest to accrue and capitalize during this period).  Interest rates on loans made through the program will be between one and two percent, with reductions available for projects that achieve NJEDA state goals based on the project location.

    Applications for the Brownfields Impact Fund program will be accepted on a rolling basis.  Loans and grants will be awarded on a first come, first served, based on the readiness of the application and the availability of funds.  For the initial 90 days after program launch, only applications for projects located in the target Community Collaborative Initiative (CCI) cities (Bayonne, Bridgeton, Camden, Jersey City, Millville, Newark, Trenton, Paterson, Paulsboro, Perth Amboy, Salem City, and Vineland) will be considered. This will prioritize investment in these communities which have high instances of brownfields, poverty, health disparities and need for revitalization. After 90 days, the program will be open throughout the state.

    Job Summary

    Manages a current pipeline of Hazardous Discharge Site Remediation Fund (“HDSRF”) and Petroleum Underground Storage Tank (“PUST”) grant customers through the approval process

    Essential Duties and Responsibilities

    ·       Ensures all HDSRF and PUST grant applications are reviewed and approved, according to legislative requirements (Act and Regulations).

    ·       Performs financial and statutory analysis of PUST and HDSRF applicants by evaluating and verifying business and personal financial statements.  Communicates with customer through process and manages expectations.

    ·       Makes recommendations for approval and prepares project summaries for delegated authority or board approval.  Identifies any pending legal issues which may impact the award of the grant. Summarizes findings and recommendations to EDA’s Legislative Officer and/or Attorney General’s office for review and legal advisement.   Prepares and presents memorandums to the Incentive Committee and Board regarding potential legal or funding issues and respond to inquiries.

    ·       Ensures available HDSRF and PUST funds prior to recommending approval of applications.

    ·       Notifies customers of declinations or partial grant awards.

    ·       Assists in the preparation of quarterly reporting of approvals to the EDA Board and monthly approvals to Treasury.  

    ·       Responds to general inquiries, both internal and external, as they relate to the HDSRF and PUST Programs, liaising with DEP, EDA Legislative Officer and/or DAG as appropriate. 

    ·       Maintains a thorough, current knowledge of the HDSRF and PUST regulations and legislation.

    ·       Assist Managing Director in the review and update of the HDSRF and PUST Policies and Procedures.  Assists Managing Director to work with Governance with the HDSRF and PUST annual reports, regulations, OPRA requests, and public relation; Marketing Communications with the upkeep of the website as it pertains to the HDSRF and PUST Programs; ITS with capturing data and reporting for the HDSRF and PUST Programs; and Accounting regarding the collection of application fees.

    ·       Evaluates workflow processes in processing of HDSRF and PUST applications to identify and recommend changes to improve efficiencies for customers and staff.

    ·       Promotes teamwork and communication to encourage an interactive, cooperative, collaborative and customer focused work environment among division, EDA staff and external customers.

    ·       Must complete annual and semiannual self-assessment as required.

    ·       Performs other duties or special projects, as assigned.

    Required Skills and Abilities

    • Ability to read, understand and interpret the HDSRF and PUST Statutes and regulations, as well as EDA Incentives Statues and regulations
    • Collaboration with team members
    • Ability to communicate effectively both verbally and in writing; proficient in grammar, spelling and editing; and foster communications with business professionals and EDA staff

    Required Qualifications    

    Education and Experience Requirements

    • Bachelor’s Degree in Business, Accounting, Economic Development or related field and/or equivalent professional experience

    Advanced degree or industry specific certification may be substituted for 1 year of experience

    Long-time collaborators -- AEG-NYP, AHMP-NJ, BCONE, LSRPA and NJSWEP -- were back together at the summer networking event, watching the Trenton Thunder vs. Syracuse Mets game of July 22, 2021, and catching up after 16 months of all virtual meetings and networking events. Seventy-five people from the NJ-NY-PA region, and from all sectors of the remediation and redevelopment worlds were there, spending a perfect summer night enjoying baseball, beverages, fireworks and festivity.
